- Palestinians carry out Protests over Israel’s theft of Palestinian Land and forcing Palestinians out of the Homes and Lands
- The Israeli Military confront these protests
- Israel has developed a “Rubber Coated Steel Bullet” which enables the Israeli Soldiers to fire the bullets at the legs of protesters.
- The issue is that the Israeli Soldiers often use these Rubber Coated Steel Bullet by firing them directly into the heads of Palestinian Protesters at Close range.
- The result is that many Palestinians have been Killed or Maimed by the Israeli Military use of firing Rubber Coated Steel Bullet directly at the heads of Palestinians at close range
- The Israeli Military does not carry out investigations into these killings and Maimings.
- This ignoring the misuse of the Rubber Coated Steel Bullet means that the use of them in this way by the Israeli soldiers is defacto approved by the Israeli Military and Government.
- The Israeli Use of Rubber Coated Steel Bullets in this manner needs to be stopped
- Investigations into the deaths and maimings that have occurred need to be investigated and Prosecutions undertaken. If not by Israel, by the International Criminal court at the Hague.

Subject: IDF use of Rubber Coated Steel Bullets as Lethal weapons
Dear Mr Peters
I have recently come across information that the Israeli Military use of Rubber Coated Steel Bullets as Lethal weapons in the Occupied Palestinian Territories.
My understanding is that the UN recognises that the Palestinian Territories of the West Bank, Jerusalem and Gaza are “Occupied Territories” and therefore come under the Geneva Conventions.
4th Geneva Convention - https://ihl-databases.icrc.org/applic/ihl/ihl.nsf/Treaty.xsp?documentId=AE2D398352C5B028C12563CD002D6B5C&action=openDocument
My understanding that under the 4th Geneva Convention, the actions mentioned above goes against International Conventions and therefore International Law.
The specific convention is as follows:
4th Geneva Convention - Article 27: “Protected persons are entitled, in all circumstances, to respect for their persons, their honour, their family rights, their religious convictions and practices, and their manners and customs. They shall at all times be humanely treated, and shall be protected especially against all acts of violence or threats thereof and against insults and public curiosity.

An argument can therefore be made that the Politicians of the Government of Israel and the Military Hierarchy of Israel have contravened International Law and therefore are War Criminals.
My questions are these:
I look forward to your response on behalf of the our Government to my questions above.
Kind regards

My questions are these:
- Does our Government support “4th Geneva Convention - Article 27”?
- Does our Government agree that Israeli actions in regards to “4th Geneva Convention - Article 27” contravene International Conventions?
- Does outr Government agree that Israeli actions in regards to “4th Geneva Convention - Article 27” contravene International Law?
- If Israel is in contravention of International Law, what will our country do to bring this War Crime to International Attention or to the attention of the International Criminal Court at the Hague? Please note that there is “Universal Jurisdiction” for War Crimes and there are “No Statute of Limitations” to War Crimes. Our country has the right to take any identified War Crime to the ICC at any time.
I look forward to your response on behalf of the our Government to my questions above.
